Bosnia and Herzegovina Telecommunications Report Q3 2009

Bosnia and Herzegovina’s telecommunications market is in an unusual position having three incumbentoperators based in three separate regions of the country and responsible for their own historicalconcession areas. The markets have now been liberalised to a degree that is seeing the incumbentscompeting in each others’ historical concession areas.
Bosnia and Herzegovina has two distinct political regions, the Federation of Bosnia and Herzegovina(FBiH) and the Republic of Srpska. Telekom Srpske is the incumbent in the Republic of Srpske, and it isthe country’s second largest fixed-line and broadband operator and, through its mobile unit MobilneSrpske, the country’s second largest mobile operator. The main operator responsible for FBiH is BHTelecom, and with its mobile unit BH Mobile, it is the largest fixed-line, broadband and mobile operatorin the country. In Herzegovina, HT Mostar and its mobile unit HT Mobilne Komunikacije dominate,although after a tough year its position as the smallest of the incumbents appears to have beenconsolidated.
This quarter we have left the mobile market data analysis section unchanged and expanded the marketdata analysis of the country’s fixed-line and internet sectors. In these sections we explore the recent trendsand developments in the sectors as well as take a closer look at the access technologies that are mostpopular in Bosnia.
In 2008 Bosnia’s broadband sector took off, driven by the expansion of the three incumbents’ ADSLnetworks and high demand for high-speed internet services. At the end of 2008, there were over 100,000xDSL connections in Bosnia after annual growth of 177%. As well as the three incumbents, smalleroperators such as Logosoft are ensuring competition in the sector is growing, driving down prices andresulting in sharp uptake. Meanwhile, wireless broadband operators like SweaSAT have also beeninvesting in their networks, and at the end of 2008, there were almost 37,000 wireless broadbandconnections after annual growth of 136%. Bosnia has a harsh terrain and large rural population sowireless broadband technologies are going to prove vital to the proliferation of broadband throughout thecountry.
In the mobile sector, each of the operators has been aggressively expanding their operations into eachother’s historical concession areas. In the fourth quarter of 2008, Mobilne Srpske opened up its first shopsin Sarajevo and Mostar, the capitals of BH Mobile and HT Mobilne Komunikacije’s historical concessionareas. Bosnia’s WVAS sector remains fairly underdeveloped with the operators yet to launch 3G services;the industry is having to utilise GPRS and EDGE networks. However, 3G licensing took place in the firstquarter of 2009, and commercial services are expected to be launched before the end of year.
