C4ISR’s Potential for Growth Justifies the Department of Defense’s Increased Spending on it
Even as overall U.S. Department of Defense (DoD) spending has increased as a part of continuing global anti-terror efforts, maintenance budgets have ballooned because of a high operational tempo. In addition to these budget requirements, a number of new systems such as the F-22 and T-SAT are viewed as being particularly vulnerable to reductions in authorized budgets due to uncertainty about their future value or protracted time-to-market. Hence, defense contractors need to connect with the programs that will have strong growth potential. C4ISR programs are particularly well positioned for growth due to their continued popularity with warfighter as well as command teams.
"Excluding supplemental budgets, even as the overall RDT&E and Procurement budget growth has stagnated, the 2007 budget places strong emphasis on continued allowance hikes for C4ISR technologies," says analyst Brendon Ouimette. "For example, 2007 DoD RDT&E spending on C4ISR programs increased by about 11 percent from 2006. Procurement rates have increased as well, reflecting the continuation of previous years' programs of record acquisition as well the need to fill operational gaps in war zone tactical communications and unmanned vehicles." The requirement to replace and upgrade C4ISR assets worn out by constant wartime use further justifies the DoD’s increased spending on this program.
Flying High: Unmanned Aerial Vehicles’ Effectiveness Ensure Bright Market Prospects
"Unmanned aerial vehicles (UAVs) are particularly valuable due to their battlefield utility, whether as high-persistence, long-range intelligence, surveillance, and reconnaissance (ISR) platforms or as small, short-range handheld systems," notes the analyst. "The recent failure of the Air Force’s initiative to control all UAV programs will help to keep the market from consolidating, as different vendors will cater to the particular needs of each service."
The multitude of procurement programs and custom needs, combined with their cost-effectiveness and the continued convergence with tactical combat platforms, is expected to make the market for UAVs the highest growing in the industry. This trend is likely to persist even after operations in Iraq and Afghanistan wind down, as UAVs and other automated unmanned vehicles continue to become more versatile.
