Since the establishment of Zhongguancun Science and Technology Park (abbreviated as Zhongguancun hereafter) in Beijing in 1988 as the beginning, China’s hi-tech development zones (HTDZs), have gradually entered a mature development period, after 20 years’ development,

With the unprecedented economical prosperity and the significant impact of the information technology, HTDZs face both new opportunities and new challenges. Now the traditional strategy for the development of China’s science and technology park can not meet the challenges under the new situation. Therefore, it is necessary to introduce new thoughts and new methods to deal with the new challenges, while at the same time, seize the development opportunities.

Faced with the increasingly intense competition in the globalization of economy, independent innovations now have been elevated to national strategy of China, the largest developing country in the world, China. In 2007, “the 11th five-year plan outline for China's Hi-Tech Development Zones” (hereinafter abbreviated as the Outline) was formulated and promulgated, marking the coming of a new development stage of HTDZs, with clearer targets. According to the Outline, the development of HTDZ should follow “Six Principles”, realize “Five Changes”, achieve “Four Promotions” and build up “Three Types of Zones” within the 11th Five-Year period.
