| Until now, the Spanish incumbent Telefónica has been able to maintain a clearly dominant position in most market segments in Spain. Perhaps, there was also, in the early days of liberalisation, a “positive” attitude of the country’s regulatory agency and backing from the government, which tried to introduce competition, on the one side, but then also tried not to challenge the incumbent’s position too much.
