Our latest update on the Taiwanese telecoms sector contains new operational data for the period endingJune 2008. In addition to assessing the state of the country’s mobile, fixed-line and internet markets at theend of H108, we have updated our forecasts for the sector to take account of the new data.

In this update, we have made some adjustments to our mobile growth forecast for Taiwan, in order toreflect growth in the first six months of 2008. Basing our figures partly on estimates and partly on datapublished by Taiwan’s leading mobile operators, it appears that the number of Taiwanese mobilecustomers grew by 1.3% in the first six months of the year. We estimate that around 129,000 newcustomers were added to the sector in Q208, with market leader Chunghwa Telecom reporting thestrongest gains. Meanwhile, Chunghwa’s largest rival in the sector, Taiwan Mobile reported negativecustomer growth in Q208, losing 5,000 customers during the quarter.

BMI now predicts that the sector will expand by 2.7% for 2008 as a whole and that, by the end of theyear, there will be around 25.1mn mobile subscribers, equivalent to 108.8% penetration. Meanwhile,although Taiwan’s three largest mobile operators continue to report either flat or even negative growthamong their 2G customers, all three of the country’s largest mobile network operators - ChunghwaTelecom, Taiwan Mobile and FarEasTone - continue to report rapid growth in the number of 3G users.

BMI estimates that there were 8.96mn Taiwanese mobile customers who owned 3G devices at the end ofJune 2008, which is equivalent to just over 36% of the total mobile subscriber base. We maintain ourprediction that the number of 3G users will rise to well over 9.8mn by the end of 2008, which would beequivalent to almost 43% of the totals mobile user base. This achievement would cement Taiwan’sposition has having one of the highest proportions of 3G customers in the world.

In September 2008, it was reported that Taiwan’s six WiMAX licensees were looking to co-operate intheir joint procurement of WiMAX equipment, as part of a move to reduce start-up costs. Representativesof the six firms - Fitel, FarEasTone, Global Mobile, Vastar Cable, Tatung Infocomm and VMAXTelecom - are believed to be discussing an arrangement whereby they will approach equipment vendorsto request volume discounts. The commercial launch of WiMAX services by several new licensees isexpected within the next few months. The development of WiMAX broadband services is viewed ashaving enormous potential to boost economic growth in Taiwan and increase foreign investment, with thegovernment predicting the country to have some 8mn WiMAX subscribers by 2010.

Taiwan has moved one place up our latest Business Environment Rankings table for Asia. The countrynow sits just behind Malaysia and ahead of India, which have both moved down our table. Taiwanreceives a higher Telecoms Market score in this latest update, which, although higher, is significantlybelow the regional average for this category.
