Education continues to be the "poor relation" in the public sector in Western Europe in terms of priority of allocation of IS budgets, especially when compared to healthcare, which is entering an accelerated modernization path. However, national ministries of education continue to promote growth of total expenditure and IS budgets alike, in order to foster digitization of learning processes and effective sharing of learning experiences.

This study provides an analysis of the results of IDC's Vertical Market Survey carried out in France, Germany, Italy, Spain, and the U.K. The results are based on 39 interviews in the education market. This study, which analyzes IS budget plans, is the first in a series of studies that include analysis of: enterprise solution adoption and investment plans; industry-specific solution adoption and investment plans; and adoption of new technologies.

"IT vendors will have the opportunity to gain revenue by supporting infrastructure upgrades in the Western European education sector, especially in primary and secondary schools in Spain and the U.K.," said Massimiliano Claps, program manager, Public Sector Research, IDC European Vertical Markets.
