Despite having nearly reached saturation levels two years ago, mobile penetration in the examined countries in this article continued to grow. In particular, the markets in Italy and the UK registered the highest increases in mobile penetration rates, respectively 26 and 23 percentage points, compared to 1Q03 (see Fig. 1). These two countries also have the highest penetration overall, respectively 119% and 108%, meaning many people now have two or more SIM cards and mobile phones.
