The fall is the result of its weak Country Risk score and theimprovements made by other markets in the region. Italy usually finds itself around the middle of theRatings table and its fall pushes several other markets up the table. Compounding Italy’s poor CountryRisk score is the expectation that the mobile market may begin to decline as a result of the exceptionallyfast growth previously seen in the market. Market leader Telecom Italia Mobile has reported severalquarters of losses leading to market growth coming in at less than 1% in 2008. Prospects for furthergrowth are somewhat limited although the 3G market looks set to become an ever more important area forall operators in the market.Meanwhile the fixed-line market showed faster decline in 2008 than in previous years. Telecom Italia’slosses continue to bring down the overall number of lines in service in Italy despite good growth reportedby alternative operators in the market. However, the market looks set to see continual decline withTelecom Italia’s dominance of the market slipping further each quarter. The only positive news for theoperator is its growing unbundled lines although the proportion of these in comparison to the company’sretail operations is small. The company has initiated a restructure plan for 2009-2011 which aims to seethe incumbent return to strong growth. Greater growth for the incumbent will come from its broadband operations which saw subscriptionsincrease 5.1% in 2008 to 6.8mn connections. Telecom Italia remains the largest operator in the broadbandmarket by quite some margin, particularly when its wholesale connections are factored in. Nonetheless,new operators are making their mark with Fastweb and WIND-Infostrada providing the greatestcompetition to the incumbent. Broadband will be the major area of growth for all operators in the market with new technologiesproviding a viable means of reaching more rural communities that have been largely underserved.WiMAX and fibre-optic look set to be the major areas of development with the auction of WiMAXlicences in 2008 seeing launches finally taking place in 2009.
