In our Q309 Telecommunications Report for Poland we have focused on the fixed-line and broadbandmarket data analysis sections, while leaving the mobile market data analysis section unchanged to beupdated in full in the subsequent quarter.

At the end of 2008, the Polish fixed-line sector held 10.55mn fixed-line subscribers, after decliningthrough the year by 3.5%. However, the decline represents a marked slowdown from the fall seen in 2007as more competitive tariffs and improved bundled service offerings are helping to stem the fall in thesector. Incumbent fixed-line operator TPSA dominates the sector with just over 75% market share (retaillines only) at the end of 2008. The market is home to a number of significant alternative operators withtheir own network infrastructure such as Netia and Multimedia Polska. Netia is the largest of thealternative operators after acquiring Tele2 Polska, which saw it add over 500,000 fixed-line customerstaking its total subscriber base to over 1mn. The majority of Netia’s fixed-line customers are throughwholesale line rental (WLR) agreements with TPSA. TPSA has seen growth in its WLR businessslowing, largely because alternative operators have been looking to unbundled local loops (ULLs)instead. By the end of 2008, Netia had 133 ULL nodes and plans to continue migrating WLR andbitstream access (BSA) customers over to ULL.

TPSA also dominates the broadband sector with just under 40% of the market in terms of subscribers andhas been seeing its market share decline amid fierce competition from alternative operators such as UPCPoland and Netia. However, TPSA’s market share in terms of market value is around 50% and stable asthe operator has focused on value-added services and quality. The fixed broadband operators areincreasingly looking to double- and triple-play packages to help spur growth and create new revenuestreams, which has seen a number of IPTV and DTH launches. Competition is also increasing fromwireless broadband operators. WiMAX operators such as Netia and Multimedia Polska and CDMAoperators such as Sferia and TPSA are expanding their networks and concentrating on areas withunderdeveloped copper infrastructure. In another move that should see broadband access expanded tounderserved regions, the Polish government has confirmed that EUR300mn earmarked for thedevelopment of broadband network infrastructure in eastern Poland will still be used. The funds will seenetworks developed in five voivodships in the east of the country bring coverage to 90% of householdsand 100% of businesses by the end of 2013.

Poland’s mobile sector is one of the most developed in the region. Advanced services such as EDGE and3G have been widely deployed, and penetration is well above 100%. Value-added services (VAS) arebecoming an area of focus as the operators look to diversify their revenues away from the traditionalvoice market into mobile data services. The tender for a DVB-H licence was won by a transmissioncompany called Info-TV-FM in March 2009, and the company is due to launch services within threemonths of receiving the allotted frequencies. At the time of writing, services had not been launched.

In the final quarter of 2008, Polkomtel became the market leader after it overtook TPSA’s mobile unitOrange Poland. Growth in the sector is slowing as the market becomes increasingly saturated and theoperators shed inactive SIMs from their subscriber bases. The key drivers of the sector’s growth through2008 were Polkomtel and the smallest operator P4. With fresh subscriber growth opportunities slowlydrying up, the focus of the big three operators is increasingly turning to the lucrative postpaid segmentand VAS market, as the operators seek to grow their revenue streams.
