Our report contains new end-of-year fixed-line, internet and broadbanddata published by Taiwan’s telecoms regulator, the National Communications Commission (NCC), andby its incumbent wireline operator, Chunghwa Telecom, for the end of 2008.According to the NCC, Taiwan’s broadband subscriber base grew by 19.2% in 2008. With 7.13mnbroadband connections at the end of 2008, the country had a broadband penetration rate of 30.9%.Meanwhile, the NCC also suggests that Taiwan had an internet user penetration rate of 65.8% at the endof 2008, up from 64.4% at the end of 2007. Based on an assessment of the new regulatory data, we have introduced significant revisions to our fiveyearinternet user and broadband subscriber forecasts. We predict Taiwan’s internet user penetration ratewill grow to 72% by the end of 2013. Over the next five years, we also envisage the country’s broadbandpenetration rate rising to 47%. Market growth will be primarily driven by the continued deployment offibre connections by operators such as Chunghwa Telecom. Chunghwa has said that it expects its FTTxnetwork coverage to reach 83% by the end of 2013. Although Chunghwa remains the country’s largest provider of broadband internet services, in the comingmonths, the operator is expected to face increasing competition in the broadband and internet segmentfrom a growing number of WiMAX operators. In April 2009, it was announced that Tatung InfoCommhad launched commercial WiMAX services on the off-shore county of Penghu, making it the firstTaiwanese operator to formally offer WiMAX services. In the same month, Taiwan’s third largest mobileoperator, Far EasTone (FET), announced plans to offer WiMAX for free during a two-month pilot incentral Taiwan. FET has said that it plans to officially launch its WiMAX service by the end of 2009. Meanwhile, WiMAX licensees, Global Mobile and Vee Telecom, are due to launch their WiMAXservices in September 2009 and December 2009, respectively. In a move that is designed to help themwith their network deployment plans, the two operators have recently unveiled a technologicalcollaboration with US-based WiMAX specialist Clearwire. Taiwan has retained its seventh place ranking in BMI’s latest set of business environment ratings for theAsia Pacific region. Taiwan scores below the regional average in both the telecoms market and countrystructure categories. This update sees Taiwan receive a slightly higher score in the telecoms marketcategory, a reflection of the higher mobile ARPU reported by Chunghwa Telecom and Taiwan Mobilefor Q109 and the arrival of WiMAX services in April.
