Cambodia and Laos Telecommunications Report Q3 2009Product Type: Market Research ReportPublished by: Business Monitor International Published: July 2009 Product Code: R302-7476 Description BMI’s latest update on the telecoms markets in Cambodia and Laos includes expansion on the fixed-lineand internet sectors of both countries. We have also revised our five-year forecasts for the development offixed line, internet and broadband services in Cambodia and Laos. Our new forecasts take into accountthe latest data published by the Cambodian and Laotian regulatory authorities, as well as the leadingoperators in both countries.In both Cambodia and Laos, the fixed telephony and internet access markets continue to be characterisedby extremely low penetration levels. Although both countries have at least three operators providing fixedvoice services, the provision of fixed-line services remains dominated by government controlled entitiessuch as Telecom Cambodia and Lao Telecommunications (LTC). Despite recent investments, fixednetwork coverage remains largely confined to major urban centres. Meanwhile, although the provision ofinternet access has become increasingly competitive - particularly in Cambodia - the take-up of internetservices remains hampered by a wide range of factors, including the high cost of PCs, low levels ofincome and computer literacy, and inadequate network infrastructure. We have not made any extensive revisions to our mobile subscriber forecasts for Cambodia and Laos. However, these were extensively revised in our previous update. Recent trends appear to confirm thatsubscriber growth is well on its way to meeting our predictions for the end of 2009. The past few monthshave seen the launch of services by three new Cambodian mobile operators, including Vietnam’s Vietteland Russia’s VimpelCom. After officially launching commercial operations in February 2009, stronggrowth for Viettel is said to have pushed the operator into third place in terms of mobile market share. Meanwhile, VimpelCom announced the launch of its Cambodian mobile operations in May 2009. Laos’ mobile market has also witnessed change in recent months, most notably as a result of the launch ofStar Telecom, a joint venture (JV) between the Laotian government and Vietnam’s Viettel, in October2008. The launch of Star Telecom effectively resulted in the relaunch of the former state-owned operator,Lao-Asia Telecommunications (LAT), whose network is being used by Star Telecom to develop itsmobile and fixed-line business. Cambodia and Laos remain in 12th and 13th position, respectively, in BMI’s latest set of businessenvironment ratings for the Asia Pacific region. Although the two countries generally have scores whichare below average for the region, they still perform better than other regional neighbours such as Thailandand Vietnam. Cambodia continues to have a higher score than Laos in the telecoms market category; thisis a largely a reflection of the more competitive nature of Cambodia’s telecoms market, as well as itshigher mobile and broadband penetration rates.
