BMI’s latest update on the telecommunications market in Vietnam includes an expanded marketoverview of the country’s fixed-line and internet sectors, the mobile section will be updated next quarter.

We have also revised our five-year forecasts for the development of mobile, fixed line, internet andbroadband services in Vietnam. Our new forecasts utilise the latest data published by Vietnam’s Ministryof Information and Communications (MIC).

BMI estimates that Vietnam’s fixed-line penetration rate stood at just over 15% at the end of 2008.Although rural parts of Vietnam are still underserved by fixed telephone infrastructure, major urbancentres such as Ho Chi Minh City, Hanoi, Danang and Haiphong already have a high teledensity. Theprovision of traditional PSTN telecoms services remains under the effective monopoly of state-ownedoperator VNPT. VNPT’s main state-owned competitors in the wireline sector are EVN Telecom andViettel, which is run by the Vietnamese military. Privately-owned FPT Telecom also offers fixedwireless services while, in February 2009, the MIC awarded a fixed-line licence to newcomer CMCTelecom Infrastructure, a subsidiary of Vietnam-based CMC Group.

VNPT’s competitors in the fixed-line sector concentrate on the provision of CDMA-based fixed wirelessservices. Fixed wireless services are thought to have accounted for much of the recent fixed-line growthin Vietnam. However, faced with a high penetration rate in key urban centres, and with the increasingpopularity of mobile services in rural regions, there are signs that fixed-line growth in Vietnam is startingto wane. Such a development will pose challenges to the expansion of ADSL broadband services inVietnam. For this reason, the country’s authorities are pushing ahead with plans to license WiMAXservices; licensing will occur once a number of ongoing trials of the technology are complete. WiMAX isseen as an important platform for delivering fixed broadband services to Vietnam’s rural regions.

BMI now estimates that there were just over 69mn Vietnamese mobile customers at the end of 2008.

Although this is lower than our previous estimate, it still amounts to growth of over 100% for the year. InMay 2009, Vietnam’s government awarded four licences to operate 3G mobile services in the country.

The licences were awarded to Viettel, Vinaphone and MobiFone (both of which are both run by VNPT)and a consortium between EVN Telecom and Hanoi Telecom; the latter two operators have announcedplans to build and develop a 3G network together. The quartet has been given three months to develop 3Gwireless services under the 15-year licences. Although they were not granted a 3G concession, S-Fone,which is owned by the Saigon Postel Corporation, and GTel (the Russian-Vietnamese joint venture)have been permitted to combine with the four winners to provide 3G services.

Vietnam has risen from 18th to 16th position in BMI’s latest set of Business Environment Ratings tablefor Asia. This quarter sees a higher score for Vietnam in both the Country Structure and Country Riskcategories. Despite these changes, Vietnam continues to score below the regional average in all of thecategories surveyed by BMI.
