Funding sources are drying up as federal funding for financial aid, as well as research grants, is increasingly under pressure. At the same time, school administrators are searching for new revenue sources to replace reduced revenues from traditional dorm room telephone service caused by student use of personal cellular phones. This has created a strong need to maximize functionality with IT expenditures, and to reduce the time frames needed for positive ROI.In December 2005, we asked 85 higher-education IT decision makers to indicate their 2006 implementation plans for certain IT projects. We selected projects for their relevance, potential scale of investment, and influence on network planning.
